About this temple
Mansa Devi at Panchkula is a Shakti temple complex in Bilaspur village at the Shivalik foothills near Chandigarh. It includes the early nineteenth-century main temple and a separate Patiala temple. Painted panels, floral decoration and Navratri fairs distinguish this precinct. This record describes the Haryana shrine, not the Mansa Devi temple on Bilwa Parvat in Haridwar.
History
The Shrine Board dates the present principal temple to 1811–1815 under Maharaja Gopal Singh of Manimajra. The nearby Patiala temple is dated by the Board and Panchkula’s metropolitan authority to 1840 under Maharaja Karam Singh. Government publications differ on the patron’s name and the second temple’s year; the alternative versions are recorded below rather than concealed.
Legends & Religious Traditions
A local story describes a cow offering milk at three stones, revealing the Goddess’s presence. The Shrine Board associates these sacred forms with Sati’s forehead. A separate foundation narrative describes the Goddess instructing a Manimajra ruler in a dream to provide a shrine for pilgrims.
Founder, Patronage and Reconstruction
The Board links the principal temple with Manimajra patronage and the second temple with the Patiala ruling house. The two buildings have separate patronage histories.
Architecture / Physical Features
The complex contains two main temple buildings. The older shrine has a programme of wall paintings, floral ceilings and decorated arches.
Sculpture, Inscriptions and Artistic Heritage
The Shrine Board describes thirty-eight painted panels in the main temple, in addition to floral ornament across walls and ceilings.
Festivals and Religious Significance
The Shrine Board organises Navratri melas in Chaitra and Ashvin. These are the major annual periods of concentrated pilgrimage.
How to Reach
The shrine is in the Panchkula–Manimajra urban area adjoining Chandigarh. Chandigarh railway station and the regional airport provide onward road access.
Nearby Religious Places
The Patiala temple is within the same complex. Chandi Mandir and Kalka Temple are separate shrines in the wider region.
Entry, Tickets and Booking
The Board says general-queue darshan is free. Sugam and Mandap darshan tokens are optional arrangements through authorised counters; room and chola services are listed separately on its website.
Pilgrim Facilities and Accommodation
The Board lists lockers at Suvidha Kendra, a first-aid centre in front of the main temple, catering and accommodation facilities including Luxmi Bhawan Dharamshala.
Accessibility and Senior Visitor Guidance
The Board’s FAQ lists lifts at the VIP gate and wheelchairs there for elderly visitors, pregnant women and visitors with disabilities. Ask staff for the appropriate access point.

Contradictory Accounts and Variations
The Shrine Board names Maharaja Gopal Singh as patron of the 1811–1815 temple, whereas the Panchkula district history names Gurbaksh Singh for an 1815 shrine. The district census handbook gives approximately 1861 for the Patiala temple, while the Shrine Board and metropolitan authority give 1840. These contradictory names and dates remain attributed to their publishers; they are not silently combined. This Panchkula shrine is also distinct from Mansa Devi at Haridwar.
